Obama, Hollande hunt for Afghanistan compromise

Visiting French President Fran?ois Hollande told President Barack Obama on Friday that France’s combat troops would leave Afghanistan by year’s end and pledged to find a way “for our allies to pursue their mission” in talks at a looming NATO summit. The two leaders also bonded over jokes about fast food, a move that recalled ugly Franco-American tensions ahead of the war in Iraq.

France will support Afghanistan “in another way, another form” Hollande told Obama as they met for the first time in the Oval Office. But “the date of the end of 2012 is, for (French) combat troops, the final date.”

Obama’s NATO-backed strategy for ending the deeply unpopular war calls for shifting the burden of security to Afghan forces next year (a step the NATO summit in Chicago this weekend is expected to detail) on the way to a full withdrawal of alliance combat troops by the end of 2014. At the same time, he recently signed an accord with Afghan President Hamid Karzai that may keep American military trainers and counterterrorism troops in the war-torn country to 2024. U.S. officials have expressed hope that France will consider a similar compromise, which could avert a possible rush to the exits by other war-weary allies.

“We’ll discuss this again at the summit in Chicago, and I think that we’ll be able to find a way to make it possible for our allies to pursue their mission and for France to keep the promise I made to the French people,” said Hollande, who campaigned on a pledge to pull France’s combat troops out by the end of the year.

“We agreed that even as we transition out of a combat phase in Afghanistan that it’s important that we sustain our commitment to helping Afghans build security and continue down the path of development,” said Obama.

Obama and his guest, the first Socialist French president in 17 years, seemed far closer on other issues: Both cited the need to stimulate the sputtering global economy. “Growth must be a priority, even as we get our public accounts in order,” said Hollande, whose calls for jobs initiatives is a break from predecessor Nicolas Sarkozy’s austerity agenda. Obama and the French president were to meet hours later at Camp David with German Chancellor Angela Merkel, who has called for stricter fiscal discipline, at a summit of the Group of Eight industrialized nations.

“We’re looking forward to a fruitful discussion later this evening and tomorrow with the other G8 leaders about how we can manage a responsible approach to fiscal consolidation that is coupled with a strong growth agenda,” said Obama.

The French president also said he and his host had agreed on the need for Greece to remain in the eurozone?Europe’s common currency area?despite the country’s profound debt crisis and calls from some quarters for dropping it from the 17-nation economic union.

“We share the same belief, that Greece must remain in the eurozone and that all of us must make an effort to achieve that goal,” said Hollande. “And I wanted to send the Greek people this message: Your place is in the eurozone.”

Both leaders also showed a united front on the tense diplomatic crisis over Iran’s suspect nuclear program and international efforts to end Syria’s bloody crackdown on opposition to President Bashar al-Assad.

Obama’s talks with Hollande kicked off a frenetic four days of guns-and-butter diplomacy, starting with the G8 meeting at Camp David and continuing through the NATO summit in Chicago.

Both Afghanistan and the economy are central to Obama’s legacy?not to mention his hopes for re-election in November. And the back-to-back summits offer vital opportunities to get the United States and its closest allies in closer harmony.

White House officials have worriedly watched Europe’s debt crisis, concerned that a recession there could infect the already-weak American economy. And the president has made a successful handover of security responsibility from NATO-led forces to their Afghan counterparts by the end of 2014 one of his signature foreign policy goals.

“Our economies are interdependent. What happens in Europe has consequences on the United States. And what happened in the United States had consequences for Europe,” said Hollande. “The more coordinated our actions, the more effective we can be.”

(Hollande later doubled down on his Afghanistan policy in a press conference before the G8, telling reporters his withdrawal pledge was “not negotiable,” Agence France-Presse reported.

“The withdrawal of combat forces is France’s decision and this decision will be implemented,” he said. But he noted that France would “make its decisions in harmony with its allies, including our American partners.”

After 2012, any remaining French forces “will simply be tasked with logistics to bring home our equipment” and will take part in efforts to train the Afghan police and army.)

As the meeting began, Obama referred to Hollande’s youthful adventures in the United States, which he traveled to in 1974 on a grant from a business school. The future president of a country famed for its food studied McDonald’s and Kentucky Fried Chicken, both unknown at the time in France. “I could have made a fortune in cheeseburgers, but I finally chose politics,” he recently told The New York Times.

After offering Hollande a “hearty congratulations” on his election victory, Obama noted that his guest “actually spent some time in the United States in his youth, studying American fast food?and although he decided to go into politics, we’ll be interested in his opinions of cheeseburgers in Chicago.”

“I want to thank President Obama for his vast knowledge of my life before I became a politician. And I want to say nothing that might suggest that cheeseburgers might have any flaws,” replied Hollande.

“I just want to remember that cheeseburgers go very well with french fries,” joked Obama. “No declaration about french fries,” Hollande said, in English.

That light banter recalled deep tensions between Paris and Washington in the run-up to the March 2003 invasion of Iraq, a war France fiercely opposed. U.S. lawmakers at one time voted to change the name of french fries to “freedom fries” in their cafeteria, while Air Force One served “freedom toast.” Neither food is known as “French” in France.

(AP) ? President Barack Obama says the big trading loss at JPMorgan Chase shows the need for Congress to put more teeth into Wall Street reforms intended to prevent the practices that led to the 2008 financial meltdown.

The $2 billion loss has renewed calls by Democratic lawmakers for tougher rules on major financial institutions.

“Without Wall Street reform, we could have found ourselves with the taxpayers once again on the hook for Wall Street’s mistakes,” Obama said in his weekly media address Saturday. He added: “We’ve got to finish the job of implementing this reform and putting these rules in place.”

Obama promoted rules that would require big banks or financial institutions to have more cash on hand to cover losses and that would take away big bonuses and paydays from failed CEOs.

The president said financial institutions that “aren’t cheating customers or making risky bets that could damage the whole economy” have nothing to fear from reforms.

“Yes, it discourages big banks and financial institutions from making risky bets with taxpayer-insured money. And it encourages them to do things that actually help the economy ? like extending loans to entrepreneurs with good ideas, to middle-class families who want to buy a home, to students who want to pursue higher education,” he said.

One focus of the financial oversight overhaul is a provision that restricts banks’ ability to trade for their own profit, a practice known as proprietary trading. It is named for Paul Volcker, a former Federal Reserve chairman. But a draft of the rule has failed to satisfy either banks, which says it would disrupt some of their core functions, or advocates of stronger regulation who say it would have prevented JPMorgan’s loss.

In the Republican’s weekly address, Wisconsin Sen. Ron Johnson faulted what he called a “do-nothing Senate” under Democratic Majority Leader Harry Reid of Nevada for the frustrations he said he has felt in his 16 months in Congress.

Noting that the Senate hasn’t passed a budget in three years, Johnson said House Republicans have fulfilled their responsibilities by passing a budget but that Senate Democrats have not fulfilled theirs.

This past week, the Senate rejected by a 99-0 vote a budget that Republicans offered up based on an Obama proposal in February. Four other budget plans also were voted down.

Ohio Dominican and Mount Carmel College of Nursing, Catholic schools in central Ohio, already
don?t provide health insurance for students, spokeswomen at the colleges said on Wednesday.

Catholic-affiliated institutions across the country are challenging a mandate in the federal
health-care law that requires insurance plans to provide coverage for contraception ? including
birth-control pills, sterilization and the so-called morning-after pill, which many conservatives
view as an abortion-inducing drug.

Franciscan University in Steubenville announced last month that, because of the new rule, it no
longer will offer a student health-insurance plan, beginning in the fall. The skyrocketing cost of
the plan, also because of mandates, was another factor, spokesman Tom Sofio said yesterday. About
200 of the school?s 2,500 students are enrolled in the voluntary plan.

Whether church institutions will stop providing health-insurance coverage in opposition to the
mandate has become a common topic in Catholic circles, said John C. Green, the director of the
University of Akron?s Ray C. Bliss Institute of Applied Politics.

?This is the first example I have heard of,? he said, referring to Franciscan University. ?It?s
possible this could become very widespread if the current mandate stands.?

Sofio said Franciscan?s health-insurance plan for employees will continue, but it will face the
same situation in August 2013, when the mandate goes into effect unless challenges are
successful.

At Ohio Dominican, officials said employee-insurance plans already include coverage for
contraceptives. The school says state law requires insurance companies to provide basic health
services, including ?medically necessary, voluntary family-planning services.? The policy is under
review, and no changes have been made.

?We recognize the importance of providing family-planning services, which include physical
examinations, prenatal care and well-child care, among many other services,? the university said in
a statement. ?All insurance providers available to us at this time must provide medically necessary
family-planning services in their coverage plans, and those family-planning services, as defined by
the law, include contraceptive coverage.?

Employee health-insurance policies provided by Mount Carmel Health do not cover birth control,
and doctors at facilities owned by the health system do not perform sterilizations unless medically
necessary, the school said. Officials said in a statement that it is unclear how the federal
regulations will affect the health system?s policies.

Hinode mission to capture annular solar eclipse this weekend

ScienceDaily (May 18, 2012) ? On May 20-21, 2012 an annular eclipse of the Sun will be visible from within a narrow corridor along Earth’s northern Hemisphere — beginning in eastern Asia, crossing the North Pacific Ocean, and ending in the western United States. A partial eclipse will be visible from a much larger region covering East Asia, North Pacific, North America and Greenland.

During an annular eclipse the moon does not block the entirety of the sun, but leaves a bright ring of light visible at the edges. For the May eclipse, the moon will be at the furthest distance from Earth that it ever achieves — meaning that it will block the smallest possible portion of the sun, and leave the largest possible bright ring around the outside.

The joint JAXA/NASA Hinode mission will observe the eclipse and provide images and movies that will be available on the NASA website at http://www.nasa.gov/sunearth. Due to Hinode’s orbit around Earth, Hinode will actually observe 4 separate partial eclipses.” Scientists often use an eclipse to help calibrate the instruments on the telescope by focusing in on the edge of the moon as it crosses the sun and measuring how sharp it appears in the images. An added bonus: Hinode’s X-ray Telescope will be able to provide images of the peaks and valleys of the lunar surface.

The orbits for NASA’s Solar Dynamics Observatory (SDO), NASA’s Solar Terrestrial Relations Observatory (STEREO), and the joint ESA/NASA mission the Solar Heliospheric Observatory will not provide them with a view of the eclipse.

The next solar eclipse will be the total solar eclipse on November 13, 2012.

(AP) ? During another seven grueling hours of cross-examination that frustrated all sides, Roger Clemens’ accuser explained the evidence he kept in a beer can ? and why his story about it has changed.

Brian McNamee was on the stand Thursday for a fourth day in the perjury trial of the seven-time Cy Young Award-winning pitcher, holding firm to his testimony that he injected Clemens with steroids from 1998 to 2001 and human growth hormone in 2000.

But Clemens’ longtime strength coach again conceded that his memory of some details has evolved over the years, and that he initially told some lies during the drugs-in-baseball investigation conducted by federal agents and former Sen. George Mitchell.

Whether the jurors were still keeping track is another matter: They again expressed concern about the agonizingly slow pace of a trial that still has weeks to go, and the judge opined that Clemens’ lawyer was “confusing everybody.”

“At this pace,” U.S. District Judge Reggie Walton said, “I’ll guess we’ll be here forever.”

Clemens lawyer Rusty Hardin tried to exploit McNamee’s inconsistencies, even if it meant taking the case far afield from the principal issue of whether Clemens actually used performance-enhancing drugs. The former baseball star is accused of lying when he testified to Congress in 2008 that he never used steroids or HGH.

The day’s testimony ended at a tantalizing moment. After some 19 hours on the stand, McNamee was being challenged by Hardin over the needle and other waste kept in a Miller Lite can after a steroids injection McNamee said he gave Clemens in 2001. The government is expected to show the waste contains Clemens’ DNA.

McNamee indicated to Congress in 2008 that he kept the evidence primarily because he was starting to distrust Clemens, but he told the jury earlier this week he kept it because his wife had starting nagging him to do something to protect himself from being a fall guy in case he ever got caught.

McNamee said Thursday he had hoped to keep his wife out of the story. His change of heart came as he and his wife are going through a contentious divorce.

“Now she’s involved,” McNamee said, “she’s got to take responsibility for her action.”

McNamee said the beer can came from the recycling bin in Clemens’ apartment, while conceding that he’d never seen Clemens drink a light beer. Hardin insinuated that McNamee manufactured the evidence after Clemens’ televised denials of steroids use.

“All of a sudden, the person being accused is fighting back,” Hardin said, “and you have to figure out some way to save yourself.”

Hardin’s aim is to portray McNamee as a serial liar, and he appeared to have some success this day.

“Did you ever tell Sen. Mitchell that you injected Roger Clemens approximately four times in the rear over a two-week period in 1998?” Hardin asked.

“That’s possible,” McNamee answered.

“If you did tell him … would that be a lie?” Hardin asked.

“Yes, it would,” said McNamee, who testified this week that he injected Clemens about eight to 10 times during Clemens’ 1998 season with the Toronto Blue Jays.

McNamee again maintained that he had minimized the number of shots to try to help out Clemens.

“I wanted to make it not look like he was a bigger steroids user than he was. … I never lied about the usage, just amounts,” he said.

There were several similar exchanges. Hardin also displayed a calendar to show that a 1998 pool party at former slugger Jose Canseco’s house was on a Tuesday; McNamee has always remembered it taking place on a Saturday. McNamee then went back and forth trying to place the date he gave Clemens’ wife an HGH shot at the Clemens’ home in Texas ? switching from the 2003-04 offseason to the 2002-03 offseason.

“I could be confused,” McNamee said. “I’m getting handed a lot of dates.”

But it’s an open question whether the lawyer’s scattershot approach ? leapfrogging from topic to topic with complex questions that evoke frequent objections from the government ? will pay dividends with the jury. A serious trial that could end up sending one of baseball’s all-time greats to prison was peppered with exchanges Thursday that sounded more like a situation comedy.

There was one exchange in which Hardin wanted to know why McNamee didn’t tip off Clemens after being contacted by federal authorities. McNamee said Clemens never asked.

Hardin: “How could he ask if he didn’t know?”

McNamee: “How could I answer if he didn’t ask?”

Hardin: “You’re serious?”

At another point, when Hardin was switching topics at a fast and furious pace, McNamee turned his palms up and said: “You’re going from articles to emails ? I’m trying to keep up, man.”

Later, as Hardin was trying to pin another lie on him, McNamee responded: “I’m having a problem with the ‘lie’ thing.”

Then, when explaining why he decided to cooperate with federal authorities, McNamee said: “They would have had an opportunity to lock me up for lying.” But Hardin mistook McNamee’s thick New York accent, thinking McNamee said “life” instead of “lying.” Hardin started to make a big deal of the comment until McNamee corrected him.

The sputtering pace of the trial, now in its fifth week, is taking a noticeable toll on the jury. Two members of the panel already have been dismissed for sleeping, leaving 12 jurors and two alternates. Walton emerged from a morning break and said they’ve been asking again how long the trial will last.

Walton sounded incredulous when the government responded that it had 14 more witnesses to call, which would bring its total to 26. The judge then told the jury that he expects the trial to last through at least June 8.

With the jury out of earshot, the judge said “someone’s going to pay the price” for the slow pace, but Walton said he couldn’t tell which side it would be. Then he segued into a critique of Hardin’s all-over-the-place questioning.

“It’s confusing everybody,” Walton said, “but I don’t think it’s making much of a point.”

The private spaceflight company SpaceX is preparing to launch a robotic capsule to the International Space Station this week, following a series of delays that postponed the historic first flight of a commercial spacecraft to the orbiting outpost.

SpaceX is slated to launch its?Dragon capsule?to the space station atop the company’s own Falcon 9 rocket on May 19 from the Cape Canaveral Air Force Station in Florida. Liftoff is set for 4:55 a.m. EDT (0855 GMT).

The test flight was originally scheduled to occur on April 30, but has been delayed several times to complete final checks of the spacecraft’s flight software.

The Dragon launch will now occur shortly after three new crewmembers arrive at the orbiting complex. A Russian Soyuz spacecraft, carrying NASA astronaut Joe Acaba and Russian cosmonauts Gennady Padalka and Sergei Revin, is slated to blast off from Kazakhstan tonight (May 14), and will arrive at the station on May 17.

Over the past few weeks, SpaceX engineers have been preparing the?Falcon 9 rocket?and testing the capsule’s docking software. After Dragon reaches orbit, the spacecraft will embark on a three-day chase of the space station before making its planned rendezvous.

As the capsule approaches, two astronauts aboard the station ? Don Pettit of NASA and Andre Kuipers of the European Space Agency ? will grab onto Dragon using the outpost’s robotic arm and manually attach it to the complex.

Hawthorne, Calif.-based SpaceX has a $1.6 billion contract with NASA to fly 12 robotic cargo missions to the space station as part of the agency’s Commercial Orbital Transportation Services program. The upcoming Dragon flight is designed to test the spacecraft’s ability to ferry supplies to and from the station.

Eventually, the company intends to use a version of Dragon to carry up to seven passengers to low-Earth orbit.
